This is a good opportunity to take a walk in a quiet environment and learn more about the Spanish army history. You take the FEVE train in the centre of Santander and you get out in La Cavada train stop, it´s the same train that goes to Liérganes. From there you can ask for the Museum ( it´s in the old schools) and also visit the arch and the few remains of the Royal Artillery Factory ( the people from the museum can inform you). The museum is 15 minutes´ walk and it´s in the middle of a nice neighborhood. It´s closed on Mondays but it´s better to check the timetable in advance in their website and also in the summer they organize some events. The normal ticket is 3 Euros. It´s a perfect trip for one afternoon. However, if you prefer to stay a whole day out you can walk to the nearby Rucandio town, it has a perfect park for a picnic around the church and from La Cavada also you can take a train or walk to Lierganes (the road is beautiful but be careful with the cars).
